Who is the fastests shinobi

In your opinion who is the quickest shinobi?

In my opinion it is sasuke since with the sharingan he can copy the shinobis speed like what he had done with lee and also the sharingan gives him an advantage to be able to see the opponents moves.Also he could keep up with raikage and Bee with the sharingan and he is one of the only to have dodged Bee lariat.

Anyway what do you think?

I think in the end Naruto will be the fastest character, it's kind of leading up to him surpassing his father. As of right now though it's probably A, who is known as the fastest shinobi alive. The Sharingan can copy taijutsu and ninjutsu but it is up to the users physical and mental abilities to be able to copy it. Sasuke wasn't able to copy the Raikage's super speed (as far as we know) probably because he isn't physically capable of using that technique. Again that's as far as we know and as of right now Sasuke uses his eyes a ton so he probably doesn't even need to have the super speed especially with the EMS. Sasuke is fast but from what we've seen his speed is no where near the Raikage's or Naruto's. Again he doesn't need to be super fast because he has the powers of EMS.

I see. Apparently, according to a young Danzo, Tobirama, the Second Hokage, was the most powerful shinobi in Konoha during his time. Tobirama was also the creator of the Summoning: Impure World Resurrection technique; however, shortly after its creation he labelled it as a Kinjutsu and never mastered it himself. Also, by simply touching the ground with his index finger, Tobirama could detect the presence and number of enemy shinobi. According to Minato, Tobirama was also very skilled in Space–Time Ninjutsu.

I've chosen to put the shinobi's in separate ranks based on their speed, since it's very hard to choose who is faster. It should also be noted that the difference between each rank isn't that large. The People from the Third Rank might be faster than the people from the Fourth Rank, but that doesn't mean that they can blitz the people from the Fourth Rank and take them down in a second. The differences in speed between the different Ranks simply aint that great. 
First Rank. In my opinion there are four people that hold the title of fastest Shinobi ever. These are Minato (without using his Time/Space jutsu), A when shrouded in his Lightning Armor, Naruto when using his Biju Mode, and Guy when having opened the Seventh Gate. These four Shinobi are the fastest, but the fact that Minato is the only one who reaches this speed without relying on augumenting factors (Lightning Armor, Biju Mode, Seventh Gate), means that he's the one with the highest base speed of all Shinobi's. 
Second Rank. After these four come people like Itachi and Killerbee when he's using his Version 1 and Version 2 Biju Mode. Both are extremely fast. A's base speed and Guy's base speed should also be around here. Itachi has the advantage of the Sharingan though, which means that he can predict and/or follow the movements of the Shinobi's of the First Rank, even if his body can't fully keep up. 
Third Rank. Sasuke, Madara, Jiraiya in SM and Naruto in SM etc. Killerbee's base speed should also be around here. Madara and Sasuke has the advantage of the Sharingan though, which means that they can predict and/or follow the movements of the Shinobi's of the First Rank, even if their bodies can't fully keep up. 
Fourth Rank. Kakashi, Orochimaru, Deidara, Sasori, Pain, Asuma, Darui, Kimimaro, etc. Jiraiya's and Naruto's base speed should also be around here. Kakashi has the advantage of the Sharingan though, which means that he can predict and/or follow the movements of the Shinobi's of the First Rank, even if his body can't fully keep up. It should however be noted that he probably can't follow and/or predict their movements to the same extent as Itachi, Madara or Sasuke. 
Fifth Rank. Kakuzu, Kisame, Zabuza, Haku, etc.
